If a couple is married filing jointly, do both partners need to pay the tax?

According to the city’s page, if only one spouse is income-earning and the other spouse earns less than $1,000, then only the income-earning person needs to pay the tax.

If both partners are income-earning (i.e., both made more than $1,000), then both partners need to pay the tax.

How do I pay the tax?

The tax can be paid online, by mail, or in person.2
